New York Governor Andrew Cuomo signed an executive order on Sunday requiring local officials throughout the state to force the homeless into shelters when temperatures dip below freezing and vowed to defend the edict if challenged in court. The order, which takes effect on Tuesday, requires social service agencies and police to move homeless individuals into shelters, against their will if necessary, when the temperature is at or below 32 degrees Fahrenheit (0 degrees Celsius).

The number of homeless children in public schools has doubled since before the recession, reaching a record national total of 1.36 million in the 2013-2014 school year, according to new federal data. The latest homeless count, an 8 percent increase over the 2012-2013 school year, is a sign that many families continue to struggle financially even as the economy recovers from the housing collapse of 2008.

The NYPD is mining some of the data-driven tactics it used to bring down crime in the late 1990s and applying them to the homeless crisis, multiple sources tell the Daily News. All precinct commanders are now required to inform higher-ups about homeless problems on their watch, including encampments, aggressive panhandling and crimes in homeless shelters, NYPD sources said.

Houses that were compulsorily acquired to make way for the axed East West Link road project in Melbourne will be handed over to homeless people. The Victorian government is handing over 20 of the homes to the Magpie Nest program, an initiative run by the Collingwood AFL club and Salvation Army to help find suitable accommodation for people sleeping rough or in unstable situations.

Dependency on heroin and cocaine is more prevalent among homeless women than men, according to research. A third of homeless women reported having used heroin in the last month, compared with 28% of men, while 31% of women had taken cocaine or crack cocaine compared with 29% of men. The research was carried out by Homeless Link, which represents organisations that work directly with people who become homeless in England.

Mayor Bill de Blasio admitted Thursday he has “real concern” about the homeless people taking over the city’s streets. “I think it’s a real concern and I share the concern of my constituents who have said to me they’re worried that there are homeless people on the streets,” he said at an event in Brooklyn.
